I was under the impression these missiles were analogous to something like the SCUD and could be equipped with a number of payloads including non nuclear. So they could be used for conventional strikes deep within Ukraine.

While in theory I agree with what you`ve said, I also believe it would be a huge miscalculation to underestimate Putin. I believe he`s insane and will use nukes in a heartbeat. An insane person cannot be judged by rational people in a rational manner.

A contracted strat airlift would be under US Transportation Command.
