There are tens of thousands of people who'd answer the call for help in a moments notice. But they won't make the call.
You could have every business in indianapolis with a few armed folks outside of it and defending it, and this riot would be unable to accomplish anything.

KW, Tombs... guys, I get it. I really do. And I'm sorry that this is happening. But everyone has to think critically about all of this:
We don't like cops to have military equipment, but we want them to have it at the ready and use it with authority when the SHTF.
We don't want to have people in jail, so we keep putting criminals out on ankle bracelets and dismissing their cases, so jail beds are never added.
We don't the local police talking to the feds or participating in federal task forces, but when the local cops need help, those are the people that we call for help. God forbid we train for situations like this, because then it's Jade Helm and FEMA camps.
We (the police) are constantly villified by the media and their agenda is working, and our hands are tied. The citizenry needs to understand that.
I’m assuming you are a Leo. I’m sure we agree on most points, but they are NOT doing everything they can. And cops “shouldn’t” be “warriors “! This is NOT war! It’s a certain group of young misfits who have never been disciplined and are pretty much allowed to do whatever the hell they want. If/when these thugs ARE caught/arrested, they are kicked back through the turnstiles to return to the streets to go right back to their everyday activities.

Why are you waiting for a call? What's stopping you from getting down there and offering to help out?
I say this somewhat sarcastically, but it used to be people would show up on their own to the public square to defend their towns. Those days seem to be long gone, for a variety of reasons that we could debate for eternity. But we've gotten so far away from being a woven and connected community that few of us have any personal connection or property in Indy. At least not one deep enough to muster on our own. But I do agree many here would answer the bell if called.

Wouldn't it be wise then to call on the citizenry for help? We are a government of the people, for the people and by the people.
