    I edited my post after going back and re-reading the story again. There's no indication that he was arrested in his apartment, although it did say that he was shooting out of an apartment window. If he wasn't on his property, then it would make sense. I chalk it up to shoddy reporting.
    You do not need a permit/license to have a gun in ones possession on another persons property assuming they said OK

    The problem is that they do not state that it was HIS apartment, I'm more likely to think that the apartment was the woman's and he was shacking up with her because it was better than his own shoddy place.

    My :twocents:'s and best guess of it.:dunno:
