From what jedi can tell this property was built incorrectly as in it has a higher elevation that the rest of the area.
When it rains water goes north, south, east and west away from the property and into all the others. The property north gets its the worse.
Plus there is some weird 1950s "water system" in the basement. A huge "super Mario pipe" that holds like a pit of water but it's not a well. Seems to be like a pool of some type under the foundation.
When it rains the pool rises a bit and their is water movement. Eventually it stops moving and the water lowers.
That is not connected to the sewer/drain of the city. Unsure what it is and none of the properties around have it. Not has jedi ever seen it before.

The toliets/tubs/sinks all are connected to the city sewer. But a cistern, by definition, collects rainwater to be reused. None of the house plumbing is using that water. It's all city water. The water in that hole does not move then the plumbing items (sink, tokiet) are used.it is probably an old cistern

Plus all the gutters dump water away from the property. None of it goes into the ground so unsure how that hole gets its water. Ground water saturation??
