Heads up... one of the statewide newspaper chains is preparing to torpedo 1369 with a multi-paper editorial targeting the representatives and the governor within the next few days. (These folks need to mind their own business)

Huh? 0300 reading may be the issue here. I don't even know what the first issue you raise is about. But Im comfortable enough with the folks who drafted this and worked on it that you probably have it wrong. As to the second, I think its been covered.I may have found a problem. July 1st 2021 is the cut off date for issuing the LTCH. But Constitutional carry and the reciprocity license don't go into effect until March 2022. So anyone who isn't issued a LTCH by 7/1/21 is screwed until 3/1/22. That's if I'm reading it right.
And I still have a problem with the language of carry in states we have a reciprocity agreement with. And that would be we don't have any, and there is no mechanism in the IC to enter into one.

I can't quote the language, but I think you are still wrong. WE have the lifetime and I believe we will still have the free 5-year LTCH. Once this is in effect, you won't need either to carry in IN if that is your concern. But that may still cause a problem, because as the bill says the reciprocity license is for carrying in state we have reciprocity with. Would it be valid for carry here in IN? If not the person wouldn't be able to carry for up to 8mo in IN, not until constitutional carry kicks in.
I could see the police in some places arresting and the prosecutor prosecuting because it's specifically for carry outside the state, not in.
