All I know is that I've never seen so many of my friends who describe themselves as "conservative" complaining about not getting a bigger check from the government.
I do think that this is a war-like situation and one of the few times where government should be spending money.
The problem is that we haven't saved spending for emergencies. Not only has the government obviously been spending like crazy for decades, but they've discouraged personal savings with tax policy and with low interest rates.

A LOT of military things don't have railings.
No milspec equivalent of OSHA. They can always get a new rating, but equipment is expensive!

If you make your weapon system safe, but useless, then it's not really safe when the enemy kills you.
