That was called sarcasm. Unfortunately it will get taken out of all context and blown far out of proportion and the officer will be lucky to keep his job.
Definitely sarcasm, and I can see where he was coming from with saying it.
Unfortunately, sarcasm looks bad when transcribed. People will see the text, begin the outrage machine, and they'll probably fire him.
