    Sadly, in my misspent youth as an undergrad, it was an emptied (by us) little kings bottle. Just the thing for hand-held, aimed shots in broadside at the equally ... err ... lubricated group of friends across the alley firing back ( I know, I know. But we were young and immortal)

    So what I would not recommend, is using a balloon to hold a bottle rocket to an arrow 'tip', and then launching said arrow (after a friend lights it). Mostly because the sparks from the fuse tend to burn your strong hand holding the bow.

    So I would recommend metal piping, with some sort of handguard to protect the forward most hand from any residual blast during takeoff.

    Y'all are a bunch of sissy's. I just hold them and let them take off from my fingers.
    We used to light them, and then just before the fuse reached the rocket, toss them up in the air and try to time it so they were just starting to arc over the top when they ignited. Kind of like simulating an air-to-ground missile attack. :):

    Back in my misspent youth, my buddies and I had bottle rocket battles.
    Two man teams....one held a piece of PVC like a bazooka. The other would load and lite the bottle rocket from the back...amazing no one ever got seriously injured.
