In a small town we have police that drive around all the time not much goes on and it doesn’t take long till they know just about every car and person in town, the Sheriff and his people do the same Almost all law enforcement people are born and raised in the area and everyone knows all kinds of stuff on others.
Law enforcers can tell you a list of people that are trouble off the top of their head where they live who they hang with and family.
If you live in a small area and do dumb stuff like have a shootout at Walmart you will normally be found out quickly somebody will talk and somebody will turn you in.

Don't be so quick to assume / presume that it's "outsiders" coming in.
The OC has a HUGE meth problem. Cookers and users. And everything in between. It's also one of, if not the poorest county in the state (historically speaking).
It's also very rural and I can guarantee that there aren't that many Sheriff's deputies on duty at any given time (which leads to rural issues) and I can also guarantee that the Paola PD also isn't very large and also doesn't have that many officers on duty/on patrol at any given time.
The OC's problems aren't specific to the OC, either.

Not long ago I read a news story where a guy from Salem got busted out in the Fort Ritner/Sparksville area selling meth. You have that in Orange County. One of my best friends is a lifetime resident down there and has mentioned more than once the influx of larger city types there. The French Lick casino is in OC and I'll bet that has brought in its fair share of problems.

Drugs are a huge problem. This will get worse before it gets better.
All the while, we become complacent while states intentionally break federal laws until it becomes routine. There are even good people among us who believe more illegal drugs in Indiana are better.
