I take it you didn't actually read your link? It makes the opposite point that I think you are trying to make. In that it wasn't a Kingdom/nation like in Western Europe, but various groups of nomadic tribes. It would be about the same as categorizing all of N America pre-Columbas as one Kingdom/nation.Ukraine in 1771(along with all baltic states and poland + a few others).
