I wonder if the purchaser of this legislation is on the "buy cheap" or "sell expensive" end of the wetlands equation?Must be some choice piece of swampland coming up for development somewhere. Clarification of the statute can make quite a big difference in how much money is made by those concerned. The lobbyists involved know this and are likely charging accordingly.
