I made no claim to my expertise. You made that assumption. Officers training should simulate most of those conditions other than the actual adrenaline of being shot at. I would hope the goal would be an 80% hit ratio with their training. I understand that no one knows what it’s like to be shot at until you are being shot at. Something officers never want to go through. Something our military has done too many times.
How do you simulate the adrenaline of being shot at, without being shot at?

As a nonprofessional, how about using non lethal means to shoot at the trainees? I guess you could give each trainee a shot of adrenaline? Besides adrenaline is the one thing I said could not be simulated. I specifically excluded it as something training will not give you. Did you not read that correctly?

Anyone see Donut’s 360 no scope video? I mean if every officer can’t do that then why even be a cop? ¯\_(ツ)_/¯

I can’t find it, but there is video of a guy who setup a range that shoots bottle rockets from the berm up range.

That will get the adrenaline going.

IIRC the Officer from Skokie, Illinois who got in a shootout (from inside his car) with a drugged-out bank robber who had a long gun (M1 Carbine again IIRC,) and hit 12 out of 36 shots. With a Glock 21 that's two reloads. I consider that impressive.

What is the proper hit ratio that below which is open to criticism on internet forums?
Below 30%, because that is the average hit ration for LE. Military and Non LE being lower. Of course individual depart stats will be different, based on their training.
