    But this will probably be used to hire the most hopelessly incapable people available and then claim they need many more of them to actually do anything.
    I'm hesitant to assume that. Everyone is having a difficult time hiring suitable employees - if a person can do the job, then that should be sufficient. There's no need to demand a 4 year degree for work that has nothing to do with that degree. Entirely too many young people are in college, and even then 2/3 of the public haven't gone to college. Why should we demand the 2/3 go saddle themselves with debt to satiate a checkbox?

    I'm not opposed to education (I've got too much of it, myself), but many of the functions where we need a person to show up, do the job, and have a decent attitude don't require a bachelors degree.

    Years ago I went to a class in Reston, VA on System 1032 (a now obsolete database management system).
    There were only about a dozen of us in the class including a couple people from the National Weather Bureau because the Weather Bureau was using System 1032 at the time for storing tons of weather data.
    They were incredibly way over their heads and could not do anything. And one of them was the supervisor for their group. These people were just collecting government money and producing squat. There is a lot of this going on already and I would bet there will be more now.
