No, there is a big difference between blaming Biden and blaming congress. Congress passes the budgets/ allocates money, the President spends it. Unless Biden tried to follow in Trump's wall financing model and moved money around for this.

I understand how it is supposed to work. But it would seem that most are intent on spending money as fast as they can!
Even a drunken sailor knows he will run out eventually. The difference a sailor can't print more.

I will blame them equally in most cases. If the idiot in charge and congress want to **** away money on the same bs, they both get blamed equally. This administration is acting just that way in my opinion (as have others).

Budget? We don't need no stinking budget!
Definitions? Change them to suit our needs!
