This sounds about right according to my experience.I found on average $20 from an independent FFl who does it on the side. $35-$50 from a brick and motor shop.
I think a shop that offers attractively priced services would have more patrons and more sales than a shop that gouges and overcharges for every little thing. All of us have a favorite go to place to buy goods and services for our lawn mowers, cars, spouses, pet care, hobbies. Personally, I've been in service work for 27 years. I'm in NW Indiana (LaPorte) Title I transfers are $40.00, with no charge for NICS. Title II are $150.00, including all paperwork, prints, mailing. Customer furnishes photos. I do charge $25.00 in addition to the transfer, for preparing and routing Multiple Handgun forms.I'm seeing some good prices on the Internet. But, they only ship to FFL addresses.
