    pretty much.

    all thats needed to sell ammo on a large scale is a business retail certificate.

    and police officers are are civilians just the same as everyone else. they are not "above the law" and if they are in the business of selling guns for a profit, will still need the proper license.

    My brother is a LEO, and he wasnt sure if he was allowed to get a ffl. Said since he was a policeman he wasnt allowed to get a liquor license and/or own a bar.

    A friend of mine, before his passing, was a police officer, sold firearms using his FFL and remanufactured very large amounts of ammunition, some of it going to police departments for training ammo.

    I believe that the ATF since the 1990s requires you to have a local business license and comply with all local ordinances in order to get a NEW FFL. Also requires posted business hours for the public, which in most communities would require a store front.

    I believe (if I'm mistaken someone will point it out) the restriction on not allowing LEO's to have an alcohol license is a state of Indiana thing!
