The cause is simple. https://en.wikipedia.org/wiki/United_States_Bureau_of_Reclamation diverts most of the water that is supposed to fill it directly into the Pacific for smelt. It does not matter how much rain they get, poor management can and does drain reservoirs,even during the highest flooding in 130 years.
