My thought is that the police are supposed to be fighting criminals (only) and the rest of us should be on the side of the police.

IMO, it is big government that has created a large part of this problem. We ask police officers to be enforcing things they shouldn't be enforcing (like cigarette taxes), and the liberals also make excuses for some of the criminals.
