I hear ya. I lucked into a 2002 Ford Excursion 4x4 with the 7.3 L Powerstroke engine this summer. Had just shy of 200k miles on it. And with it all stock and unchipped (so far) I am getting 16 mpg mixed highway and city.

If you are keeping it above ground I would definitely insulate underneath the water container, keep it from direct contact with the concrete, and do the straw bales around it. At least keep the wind off the container.
