It was Hyman Pressman the Controller of Baltimore that clamped down on tax payers money being used in that manner.
Baltimore's comptroller, was against using any public funds to build a new stadium.
Seems they changed their minds after they lost the team. Look at them now.
I really don't want to defend the Irsay's, but the other part to the Baltimore story is that the state began eminent domain proceedings to take the team. That part always seems to get left out, but it is the reason for the midnight move.

Different times back then, especially in MD, even the left side was conservative back then. It went on the referendum in 1974 and the voters agreed, no new stadium.
And with modern times I will say,
Well ,yes and no.. The first two years the Ravens were in Baltimore that played in the old Memorial stadium. It was intended for them to stay in the old stadium. I believe it was the NFL that pushed Balt to build a new stadium and when they did it went bankrupt within the first 3 years. And the next owner has done well since then.. About 90% of the new stadium was tax payer money ( 200 +- mill ) not much compared to Indy's public investment say around 750 mill +-
