With a filter on the end and the notch it is more than likely a sump style pump then.length of the galvanized tube is just under 27". Yes the wooden part fits inside of the metal tube and there is some leather left on the end opposite the handle. There is also what appears to be some sort of filter at the small end of the tube. The short tube near the flared end is open.

Yep, its a water pump.The top looks like an old shovel handle, that's been repurposed. It looks like something was wrapped around the end at some point. If it goes with the galvanized piece I would say someone made a hand pump well out of it?
How long are the pieces? Is it leather on the end of the wooden handle?
Don't know for sure, but it is by far the best one I've ever seen.
And if it were a plunger (assuming you meant for a toilet) I can see why it never made it to household status.
