The paddle on the left side of the ar lower. I can pull mine away from the ar but doesn't appear to be able to push it towards the lower.

Right, if you hold the bolt back and pull it away and release the bolt, it'll hold the bolt open. then you can push it towards the lower and it'll release the bolt
