When I was in the Army at Ft Gordon my neighbors had a cat like that. He just laid there all the time and they would lift his head up and shove a bowl of food under it. It was pitiful.

Having driven in certain Middle Eastern countries, I would say that locals‘ gas pedals are two-position switches: off, or Insha’allah.
