I'm still thinking it might be photo-shopped. That is an unsprung location so it gets more jolts and a rougher ride which would probably shake it off in no time. If memory serves, those bolts are really tight. I don't think that ratchet is long enough to break it free. I'm guessing they left it there when they gave up and left the bracket on. You don't need to remove the bracket to change the pads.
