Lt. Gen. Kellogg talks about what should've been done to counter Putin. If I remember correctly, they were exactly the kind of things Trump was railing on Europe to incorporate. Specifically, not being dependent on Russia for things like energy and fulfilling their NATO pledge of at least 2% GDP going toward bolstering their military capabilities. What's going on with Germany riding the bench is a perfect example of what Trump was talking about. They've become too dependent on Russia for their energy needs and have given Putin the leverage to use against them.
