When we did my wife's application years ago, in Portage, it was online, electronic fingerprints by appointment, and send money to state and local. This link makes no sense.

The town of munster process is the same as highland. But they are open for aplications.

I believe I read that a couple of places tried to do this back in the Spring/Summer and after a letter from a lawyer they went to appointments to file paperwork/pay fees instead of stopping all together. Something about not violating rights...
