It'll be torn down and replaced before it's ever paid off. You can't have the billionaires & millionaires using an old playground, now can you?

Of course it will. That's the CIB's plan. They borrowed $70M to build the Hoosier Dome and owed $78M when they tore it down 20 years later. The facility is just an ATM for the CIB to use to borrow against but use the money for other things.

Why don't they make it 2%, then they can install sprinkler systems at every stoplight in town to drive away the bums.
