That made my brain hurt, but you are right.Actually, I believe your lifetime LTCH remains active and in full force. How it was explained to me is there are only 2 criteria that can invalidate an issued lifetime LTCH: becoming a prohibited person or death. Change of address to out of state is neither. I actually moved cross country some years back and for several years had both a MT resident CCW license and an IN lifetime LTCH with my Montana address printed on it. ISP didn't give me any fuss when I updated my address to 2 time zones away and requested a duplicate card.
Also, according to the ISP website, they do still issue 5 year LTCH to out of state residents who have a place of business in IN.
