No. There is a difference between a Xmas movie and a movie that takes place during Xmas.

a Xmas movie requires real character development wherein the protagonist grows up, comes of age, morally improves in the spirit of Xmas.

bad santa is a Xmas movie. Die hard is a fantastic action movie that takes place during Xmas.
