Go jaks- jack and dolly all in one. Slide it around the tire, jack it up, and repeat. Then you can push it anywhere on a hard level surface.

Parking behind someone like that shows lack of courteous foresight. It's happened to me before. I seriously can't remember how I did it, but the person came back and found out I had successfully removed my car from the situation. The person got upset at me because they didn't know how I did it even though no damage existed on their vehicle.
