    Think I saw something to what the op was saying. I believe it was new jersey when they did some mag ban, people where having their mags lazer engraved to say 458 10 rd mags

    I recall one of the wonderful states in the northeast that placed a capacity limit on mags at 10. The question asked was, can one load only 10 rounds in a mag and still be compliant. Meaning any mag that could hold more than 10, would a serf still be compliant if only 10 were loaded? The answer, via state courts (I think...), was no. If the mag allows greater than 10, it's a violation; even if only 10 rounds were loaded. This makes clear that it isn't about the actual round count. It's wholly about control.
