Can you imagine a letter passing over The President of the United States desk to wish Paul in Indiana a Happy 21st Birthday? My wife gets letters from the President for teaching at a Blue Ribbon school or something like that. I don't think he signed those either.

ETA: I don't think the White House uses a machine either, a quick google search turned up some other birthday letters, all in the same form, but with subtle signature differences in placement and letter formation.

It is his real signature because you can see darker parts where he put the pen/marker on the paper from the back side.
