The problem here is violation of the 4th by not allowing people to carry a backpack, and requiring search if they do, and legally carrying a weapon knowing that there's a good chance you'll be stopped and frisked for no reason on public land.

It is somewhat related although an extreme example and much better than all the other outfielders on INGO that come from way out of left field with stuff.
