I don't think they did. There was evidence in October of 2019 that something was going on in and around the Wuhan Institute. I think it got out accidentally; but once it was out, and they determined they couldn't contain it, they then decided to encourage the spread worldwide - likely so their economy wouldn't be the only one to take a hit aa well as possibly thinking it would help them obscure the source
