The Courthouse rules are done by order of the presiding judges in the counties.
I think courtroom rules are made by judges. Courthouse rules are made by the county commissioners. At least here, where the courthouse holds more than just courtrooms.
Not in Monroe Co. It was by judges order for the entire courthouse, the Commissioners didn't have a word in it, at least 10 or so years ago when it first went into effect there and the order was posted, other counties may, of course, vary.
Members of the bar can apply for a card that will get you in without going through the search. As a condition of getting the card you agree not to bring in any weapons.

there are several courthouses in Indiana that don't have signs or checkpoints....
