Moved to SC a few years back. You are allowed to carry in church if you have permission from the church leadership. In my case my pastor. There are about 7 guys in our church who pack heat on a regular basis during services. We even go shooting together whenever possible.
You need to check the state statute. I don't think a college or university is on the list of prohibited places. IANAL though. I carry all the time at my college. Glock 36 in an IWB.

Don't open carry if using your Florida permit. I believe Florida is a concealed carry state only. Pennsylvania's permit allows both. But then again I still haven't heard of anyone being charged for failing to carry according to their issuing states guidelines.
Observe and report for the most part unless there was some overt act of physical aggression and a high chance of injury or death. Better to be a good witness. You do have the right to help/intervene if a forcible felony is occurring though. Too bad the neighbor got hooked up.
My primary is was a full size semi auto. I used to carry a 5 shot snubby off/duty and backup but sold it. Now I mainly carry my Glock 36 the majority of the time but I plan on getting a new poly Taurus wheel gun come tax refund time for daily carry and school.
This site has the best non-res permit info available. You can obtain several non-res permits through the mail with very little paperwork. All you need is your resident permit in most cases.

I have a NH non resident pistol/revolver permit. It is the same size of a credit card with no picture with all my info on it. Was very easy to get along with the Pennsylvania LTCF through Centre County. Both of them where obtained through the mail with the proper documentation.
Open carry tends to have that effect on people. Out of sight out of mind. Posted signs mean nothing. If you are asked to leave then you must or be arrested for trespassing. A hospital in not a "no carry zone".

I'm guessing its not a criminal offense merely some sort of infraction where you can be ticketed. Did this ordinance come after, similar to the magazine ban ordinance?

The model 15 was my first duty weapon when I started in Law Enforcement 20 years ago. Smoothest trigger I ever felt. When we had the chance to go to 9mm I stayed with the Smith. I could shoot circles around the 9's. It was a tack driver. Wish I still had that gun.
Depending on where you end up stationed you can probably still carry using your LTCH if that state honors it. If they don't, there is usually a provision in many states for you to obtain a permit if you are active military stationed there. Good luck to you.
