      I'm going to assume your coax is in good shape, but check it to make sure it doesn't have any creases or sharp bends, if it does, replace it. To me, it sounds like a bad ground. Your antenna needs to be grounded at all times, and it's likely not happening very efficiently with the tire mount...

      I would bet that they are closed. My understanding is that check points are setup at the off ramps. I believe Knob Creek is also shut down right now due to flooding. You might check out Gunslinger's near New Albany.
