    I have accepted various forms of government welfare in the past, namely, financial aid and unemployment. I decided a couple months ago that I would never do that again. This article only served to reinforce my decision.

    Ouch.
    I wonder if the old "debtors prison" cOncept is being explored?
    While I don't think the victims who were truly victims should pay for FEMA's mistakes, there are always people out there who scam the system. If that is proven, by all means get the money back and charge the thieves with fraud.
    If no fraud exists, let sleeping dogs lie, I say.
