I read a report that basically said the military and police were told that "your family are hostages."

Alas, both sides have probably uttered variations of that behind closed doors.

If/when they think Guaido will win, then they'll help oust Maduro. Until then, there's no upside in being an early adopter. But, it isn't clear that Maduro can last, either, so they will avoid direct confrontation with Guaido.

Meanwhile, the citizens who could actually tip the scales one way or the other are complacent, with bazillion percent inflation and starvation.

All too common when the citizens have little to no means of fighting back.

Outrage as Venezuelan navy captain dies under 'torture' after arrest over alleged coup plot

The United States and Venezuela's opposition on Sunday condemned the death under "torture" of a naval officer detained for alleged trying to oust President Nicolas Maduro.
Washington blamed Maduro for the death of Rafael Acosta Arevalo, which came amid a standoff between Venezuela's opposition chief Juan Guaido and the president that's stretched for more than five months.
"The United States condemns the killing and torture of" Acosta, the State Department said in a statement.
The officer "died while in the custody of Maduro's thugs and their Cuban advisers," it added.

In politics and economics a Potemkin village is any construction (literal or figurative) built solely to deceive others into thinking that a situation is better than it really is.

Various countries have been known to give tours. But the "tourist" were not allowed to "deviate" from the itinerary.
Because, they were being shown a Potemkin Village.
To leave the path and search on their own, would be like leaving the main street on a Hollywood set.

In this case, did the people talk to any that had escaped Venezuela?
