All too common when the citizens have little to no means of fighting back.Alas, both sides have probably uttered variations of that behind closed doors.
If/when they think Guaido will win, then they'll help oust Maduro. Until then, there's no upside in being an early adopter. But, it isn't clear that Maduro can last, either, so they will avoid direct confrontation with Guaido.
Meanwhile, the citizens who could actually tip the scales one way or the other are complacent, with bazillion percent inflation and starvation.
