He's the point man for a faction wanting to have a future other than the program that has been running.

My sense is that Trump is a variation of a Fudd. He does support private gun ownership (especially by bodyguards for him and his family), but doesn't like the "bad" kind.

Hunting, self protection - good.

Military weapon, suppressor - bad.

(Since bumpstocks kinda make stuff full auto, I think he classed them as military.)

Trump is, at heart, a compulsive people-pleaser. He told one person what they wanted to hear, saw that somebody applauded him for it, and now he's going to handwave suppressors away just like he handwaved bump stocks away. He's an authoritarian New York liberal at heart, doesn't believe in anyone's rights but his own, and doesn't care about infringement as long as it gets him adoration in the media.
