    What's the INGOer reading this gonna do if confronted with a human blocked roadway and terrorists pointing guns at them?

    I'd start by avoiding downtown. I'd continue to avoiding surface streets. Finally I'd look down the road to avoid problem areas. If there were a gun wielding idiot in front of the truck I'd back up and turn around ASAP. If I were surrounded by weapon wielding thugs I'd run over from the front or the back anyone preventing me from leaving and I wouldn't stop until out of range.
    You have to assume these days everything you do is recorded and shown at a trial. You can't run over people unless you have no other option, or it's in an effort to escape bodily injury.

    Sec. 431-107. - Throwing or discharging liquids on public ways.







    (a)
    No person shall throw or discharge, or permit the discharge or drainage from any building or lot, upon any street or public place in the city, any water, acids, chemicals or other fluid or liquid substance, and allow it to remain without promptly removing it, in such quantity or manner as to affect injuriously the surface of the street or sidewalk or so as to make the use thereof inconvenient or unsafe for travel.

    I bet, if I looked long enough, I could find a related state statute regarding painting/defacing public roadways.

    Constitutionally, what the city council implicitly approved, by explicitly approving the BLM "mural" that defaces public property, is every other form of political statement expressed by similarly defacing public property. Allowing a "Black Lives Matter" political statement that defaces a public roadway while prohibiting any other political statement that defaces a public roadway (particularly, a political statement that counters the explicitly approved political statement - and that would include defacing the "approved" defacement) would be unquestionably unconstitutional.

    Therein lies the danger in the city council approving defacement of a public roadway for a political statement. Maybe don't do that, and instead encourage expression of political statements using other means that don't require city council approval.

    Your mindset appears to revolve around "we the people didnt vote for it, so it is vandalism.". But those with the power to grant permission *DID* vote to approve it. And it was well within the boundaries of everything, so your premise of vandalism is wrong.


    And if you really want to get down to brass tacks, what does this have to do with you? Its Indianapolis and you arent here to have a say anyway. You dont live here, dont pay local taxes, etc. so its not even "your" street! :):

    Did the city council vote to change the controlling statutes? If not, their action does not change the nature of the act as constituting vandalism; it merely becomes vandalism done with the imprimatur of the city council.

    The city council still exists under the Rule of Law. If the city council voted to prohibit the carry of firearms within the Indianapolis city limits, would you hold a similar perspective of the authority of their vote?

    This could be a safety issue too. Paint on a roadway gets slippery as snot when it is wet. Vehicles won't be able to stop as fast or swerve to avoid a bad outcome. Think of the children.

    The exact purpose of the municipal code I cited/quoted above. I am unaware that the city council voted to rescind that particular code.

    My 2006 Honda Accord EX V-6 Hybrid had all the bells and whistles for a honda new in 2006 and it didn't have those.

    My 2016 Ford XLT has more stuff on it than my Honda now...Sometimes I wish my Honda would break so I can get a new car, but with only 371000 miles on it, I probably have another 5, 6 years left.
