ISP firearms licensing section (the people who actually issue the ltch) has the same interpretation as I. I called up to ask about it and said I had a friend who is an out of state sales rep, the officer asked me if he worked in Indiana, I told him that he was a sales rep for an out of state company and sold products here in IN.
