    Some wineries you have to have your info on file for them to send. That being said some wineries can sent across certain state lines because of taxes. Most of MI, where i do most of my wine shopping, they need a copy of your info on file. I would suspect distilleries would be the same way. If there is something that I can find or get, going to the local liquor/wine store they can usually order the stuff in for you. Mind also that different have different distributors that can get what you need. It took me 2 different wine stories before I could find a place to get me a certain Cab Franc from Sonoma Valley winery. Sometimes they do ask that you buy more than just one bottle also.
