No, it's advocating collectivism-- the Leftist Statism that has marinated Obama's feeble brain since childhood.
In context, he's not really mocking the 2A-- he's doing much worse. He's mocking the entire Constitution-- the idea of limited government and individual rights.

Yep, he is advocating, or rather dictating, federalism. He is saying the feds deserve unlimited power for the good of the people. More than Socialism, I see it as federalism, but the two are definitely not mutually exclusive. He cannot achieve socialism without first eroding both the constitution and state's rights.
I don't remember who reported it but this speech was supposedly written by Obama with input from his speechwriters.
Either way the message is clear. His priorities are raising taxes further, spending more money, protecting entitlements, and passing his proposed gun control. Speaking down his nose to individualism certainly isn't an example of promoting personal liberty. This was a very socialist sounding speech. No need to decode anything.
Please don't abuse the term "federalism" so! Federalism refers not to the pre-eminence of a Federal government, but to the duality of states that are "federated" together to form a nationl government while retaining their own governments.

Get a grip, nothing ever gets done in Washington. Every administration spouts empty promises, empty threats and leaves the country with a larger national debt when they are done. Business as usual, as you were, carry on.
