Proper punctuation and paragraphs help a LOT.
Brother, that was hard to read as typed.
And once again all I saw was "if this passes, kids that are already doing bad things will continue to do the same bad things they do today, so lets screw the responsible kids and not pass it." (even though not passing will have zero result on the current issue as described, and reinforced by HM)
