Is it just the two metal rods?

I was thinking it was maybe like a stadium seat of some type, (see below) but that wouldn't explain the shotshell loops.



Maybe the rods are cleaning rods and the whole thing is a bag for carrying your shotgun?

Looks like the medical kits we used to hang inside our Field Surgical tent. Do the rods connect together in any fashion to make an iv pole?

So far this sounds the best. I'll see it tomorrow to see if I can give anymore insight. It's strange that the pockets don't have closure flaps on it. It would seem like stuff would fall out easy.
