    Here is a picture of myself in front of one of the concrete blocks.

    It's about 2 meters to the top, so about 6.5 feet for you 'Mericans.

    You can see it's not that high but the rounded top makes it a pain in the butt to climb.You can't get a good grip with the tip of your fingers.

    Dammit.
    You must spread some Reputation around before giving it to Birds Away again.

    I vote for over the top. Those rungs, although rusty, look solid. I'd try to figure a way to leave a guiderope going back over the top, though.

    Nothing to attach a rope around ...

    And yes I thought about that, the only thing is that I have to hike in order to get to the site.
    I can't just park in front and bring a ladder big.

    I need something light weight and compact.I looked for collapsible ladders at my local hardware store but couldn't find any.

    Tie the rope around the base of the structure iteself, near the ground and bring the rope over the top on the opposite side of the knot,
    friction and leverage will keep the rope in place, you can tie foot loops in the rope and walk up.....
    Tell somebody what you are doing first..... :D
