Likely the case. When I was there, the policy was changed from paying the local contractors in USD to Iraqi Dinars because those same USDs were found routinely in the possession of insurgents.

I just left Iraq yesterday and after seeing all of these Iraqis shelling out Benjamin Franklins it REALLY makes you think about how much US money is in circulation outside the USA. Where do they get all of these crisp $100 notes? Hmm...
