Much has been made about the difference in penalties for powder cocaine and crack cocaine and the claim is made that the difference is racist because more whites use the powder while more "people of color" use crack.
The Congressional Black Caucus demanded harsher sentences for crack because they saw that it was destroying their people and they thought stiff sentences would dissuade the dealers.
