No, it's actually been law for a long time, they are just now deciding to enforce it.

I read an article the other day on NSSF that said the new 4473s weren't going to be in effect until January since Nov. 15 is smack dab in the middle of hunting season.
I'll see if I can locate it again.

As of Nov 15 it is illegal for persons under 21 to purchase:
Receivers
Frames
Pistol Grip Shotguns
From a FFL.
Only Longguns ie Rifles and full length shotguns.
New 4473's go into effect on Nov 15th.

When i was in PSS the other day bob said that this is not true. I asked about lowers and he said that you just have to be 18 for a rifle lower and 21 for a pistol lower.

If you buy a gun for someone that can't legally buy one you are guilty of a straw purchace.
